Inspiring innovations & efficiencies for better courts
For 70 years, the Conference of State Court Administrators (COSCA) has provided a national forum for state court administrators to develop more just, effective, and efficient justice systems. NCSC, as the secretariat for COSCA, provides the expertise, research, and collaborative support needed to respond to current challenges and anticipate future ones.

The role of court administrators
State court administrators oversee many of the daily operations within state court systems. They work closely with both chief justices, administrative staff, and justice system partners to ensure practices, policies and procedures are fair and efficient. Active participation in COSCA equips members with a network of peers and information founded on rich knowledge and experience in court administration.

We’re a trusted partner for justice leaders
COSCA has a direct line to NCSC's expertise. And we understand state court challenges, share data, and apply best practices. Our goal? To equip court administrators with the support they need to operate just, effective, and efficient courts.
"NCSC provides valuable resources and expertise that help courts collectively address issues of national importance - while also providing guidance on local and regional needs such as rural justice and legal deserts. By tapping into NCSC's impressive network of leaders and decision-makers, courts can work together in meaningful ways to build stronger state courts."

Many structures. One rule of law.
Regardless of court structure, COSCA is a place for court administrators to connect, collaborate, and share best practices. Court systems vary across states, but challenges — like access to justice, court efficiency, and public trust — are universal. NCSC helps bring state leaders together to develop solutions that work nationwide.
