The Conference of Chief Justices and the Conference of State Court Administrators recognize that:

  • Building a Better Court: Measuring and Improving Court Performance and Judicial Workload in Child Abuse and Neglect Cases was published after a four-year collaborative effort by the National Center for State Courts, the National Council of Juvenile and Family Court Judges, and the American Bar Association Center on Children and the Law.
  • The publication is intended as a guide to assist courts handling child abuse and neglect cases to make real and sustained advances in improving outcomes for abused and neglected children.
  • By using the process outlined in the publication, courts can establish reliable baseline measures of performance and workload, and create a process for continuous improvement.
  • Courts should make every effort to measure performance, identify areas in need of improvement, chart progress, and stimulate improvements in society's response to child maltreatment.

NOW, THEREFORE, BE IT RESOLVED that the Conference of Chief Justices and the Conference of State Court Administrators endorse the publication Building a Better Court: Measuring and Improving Court Performance and Judicial Workload in Child Abuse and Neglect Cases and encourage its use as a valuable tool for improving court practices.

Adopted as proposed by the CCJ/COSCA Courts, Children and Families Committee at the 56th Annual Meeting on July 29, 2004.
